The February 2026 PSA price hike quietly bumped the entry ticket from $18.99 to $24.99 on Value Bulk, and from $50 to $79.99 on Regular. From France, those numbers say nothing until you add the intermediary, the return, and the customs risk avoided. Here is the real total, scenario by scenario.
Why the official PSA tariff is not enough
Since 2024, PSA has closed direct access for individual EU submitters. You can no longer create an "individual submitter" account with an FR address: you have to go through an FR concessionaire who consolidates, ships to Sarasota, picks up the slabs, then ships them back to you. Three players dominate: PokéLoutre (Paris store, in-person drop-off), Fuji Store (online, detailed FAQ) and Playground Arena (Lyon, active Discord base). All of them charge a flat fee that covers the round-trip, insurance, and the commitment to handle any customs dispute on re-import.
Average 2026 flat fee: €25 to €35 per card on economy tiers, with volume discounts from 5 cards. On higher tiers (Express and above), the flat fee climbs to €40-60 because insured shipping costs more. This hidden cost can double the official bill. The all-in calculation for a €100 card
Take a card valued at €100 (so under the PSA Value Bulk $499 cap). You live in Lyon, you go through an FR intermediary. Here is the itemized bill.
Step 1, shipping to your intermediary
The card travels in a Card Saver 1 + team bag inside a 250 g Mondial Relay bubble mailer, signed-for. Count €4.90 at a pickup point or €6.90 for Colissimo home delivery with signature. If you drop off at PokéLoutre in Paris in person, this line item drops to €0.

You don't pay, but know that without the intermediary this cost would very much exist.

6.90 + 23 + 30 = about €59.90, delivered in 90-120 days. That's 60 % of the initial value in grading cost. To break even, the PSA 10 must add at least 60 % of net resale premium. When PSA still makes sense from France
The takeaway is not "never use PSA". Three scenarios still justify the surcharge.
- WOTC US vintage, value > €300. Charizard Base Set, Pikachu Illustrator, 1st edition holos, once you cross €300 in value, the PSA 10 commands a global premium of +50 % to +200 % that comfortably absorbs the surcharge.
- Resale on eBay US or auction houses. If your end buyer is American or Asian, PSA remains the recognized reference. Heritage and Goldin Auctions essentially only accept PSA and CGC.
- Building a complete PSA set. If you're chasing a Master Set Base Set 1999 all in PSA 10, you have no choice : set consistency demands the PSA slab.
Outside these three cases, the economics tilt toward the FR route. For 90 % of modern cards (Sword & Shield, Scarlet & Violet, Japanese promos sub-€300), a CCC or PCA slab costs 2 to 3 times less, arrives 2 to 4 times faster, and resells very fairly on Cardmarket, Vinted or eBay FR.

- Batch submissions: 10-20 cards per shipment, intermediary flat rate drops to €18-22 per card instead of €30. Savings: €200 on 20 cards.
